Technical notes
The component is self-contained: one file, no dependencies, its own palette in the local --vibeui-banner-007-* variables. Server-side: no hooks. The outage window is pulled out into a block of its own and wrapped in a <time> tag with a machine-readable datetime, so it is understood by more than a human. The bar's accessible name is assembled from the heading, the date and the window bounds — the whole point is spoken aloud without reading the paragraph. The layout is computed from the component's own width: on a narrow screen the time block moves above the text through @container.
