A popover inside a popover: the second-level button lives inside the first panel, so the browser treats them as nested and keeps the parent open.

Technical notes
The component is self-contained: one file, no dependencies, its own palette in local variables --vibeui-popover-008-*. Server-side: both panels run on the HTML popover, useId separates the identifiers. The layout of both is declared only inside :popover-open. The nesting arises from the second panel's button sitting inside the first one: the browser builds the stack, and Escape closes the panels one at a time from the inside out. The second panel is latched to the parent row through its own anchor-name, and both have a fallback under @supports not.
