Technical notes
The component is self-contained: one file, no dependencies, its palette in the --vibeui-table-014-* variables. A server component: no hooks. The upper header cells are declared as th scope="colgroup" with colSpan — without colgroup a screen reader will not tie a number to its year, and the two "Plan" columns become indistinguishable. The first cell gets rowSpan={2} and stays a th scope="col". The flat column list is assembled from the groups with flatMap, so the table body is drawn in a single pass and the cell order cannot drift from the header. The boundary between groups is drawn with data-edge rather than nth-child: the rule survives adding a column.
