A list with a pinned first slot: the pinned row has no move controls, and a movable one cannot go above it — the refusal is spoken, not ignored.

The install command lives in the “Component source” block below — a signed link that stays valid for 24 hours.
Technical notes
The component is self-contained: one file, no dependencies, its own palette in local variables --vibeui-sortable-006-*. Client-side: "use client" for the sake of the order. The pinned row is not part of the sortable array: it is rendered separately, without a grip or buttons, so impossible states simply do not exist. Numbering of the movable rows starts at two, and an attempt to move above the first position writes the reason into a role=status live region. The mouse path is a native drag, the keyboard path is the "up" and "down" buttons. The theme comes from the surrounding color-scheme through light-dark(): the component has no surface of its own by default, it sits directly on the page background. The pin label, the button labels and the live-region phrases are lifted into props, the Russian values remain the defaults.
