A tooltip on a visually disabled button: aria-disabled instead of disabled keeps it reachable by hover and focus, and the tooltip explains what is missing.

The install command lives in the “Component source” block below — a signed link that stays valid for 24 hours.
Technical notes
The component is self-contained: one file, no dependencies, its own palette in local variables --vibeui-tooltip-014-*. It is a server component: the button is marked aria-disabled="true" instead of the disabled attribute, so it stays in the tab order and receives hover — a real disabled accepts neither, and a tooltip on it would never appear. The not-allowed cursor and the dimmed colour report the state visually, and the lock glyph duplicates it for scanning by eye.
