Technical notes

The component is self-contained: one file, no dependencies, its own palette in local variables --vibeui-empty-004-*. Server-side: no hooks. The dashed border sits on the block itself, the arrow is drawn with pseudo-elements and a nested i, and the highlight at the top is a radial gradient from the accent. The drag handler is not part of the component: it stays with the calling code, and the button gives the same path to those who do not drag files with a mouse.
