Keep as installed: the local --vibeui-empty-008-* palette — do not swap it for your theme tokens; light-dark() in the palette: the component has to follow the surrounding color-scheme rather than ship a dark theme of its own; the transparent background by default — the component sits on the page background instead of laying a panel under itself.

Technical notes
The component is self-contained: one file, no dependencies, its own palette in local variables --vibeui-empty-008-*. Server-side: no hooks. The padlock is drawn with two pseudo-elements: the shackle is a border with a radius on top, the body a rectangle in the accent colour. The reason is lifted into a separate pill above the explanation, and the block is declared role="status". The palette is built on light-dark(): the component follows the surrounding color-scheme and lays no surface by default — the background prop turns it on.
