Technical notes

The component is self-contained: one file, zero dependencies, its own palette in the local --vibeui-popover-013-* variables. Server component: shortcuts do not change and there is no state here. The combinations use the kbd element, so they survive font scaling, copy as text and are announced as keys. Description and shortcut are tied by a definition list rather than by sitting in two columns.
