Technical notes

The component is self-contained: one file, no dependencies, its own palette in local variables --vibeui-tooltip-012-*. It is a server component: the opening rests on :hover and :focus-within. The tooltip is deliberately narrow — the --vibeui-tooltip-012-width variable sets about thirteen and a half rem, so the explanation wraps on its own, and the heading and the text are separated as two distinct flex-column blocks rather than one line broken by <br>.
