Technical notes
The component is self-contained: one file, no dependencies, its own palette in the local --vibeui-banner-001-* variables. The glow on the left is a radial gradient from the accent, not a separate element. The close button appears only when onDismiss is provided: a bar that cannot be closed does not need a cross. At narrow widths the message moves to its own line through @container, while the tag and the action stay on one line.
