Technical notes
The component is self-contained: one file, no dependencies, its own palette in the local --vibeui-banner-013-* variables. “Customise” unfolds the category list inside the panel itself: a separate page loses half the people, and a modal on top of the strip is exactly the trick the law protects against. The necessary category carries a disabled checkbox and the words “cannot be turned off”: a greyed tick without an explanation looks like a bug. Refusal stands next to consent, the same size and weight — the only difference is the fill. The rows are real input[type=checkbox] with labels: state and keyboard come from the browser rather than being imitated with roles. The text on the accent fill is derived from the accent lightness with a relative colour. The theme comes from color-scheme through light-dark(), and the component switches on a class-based dark theme by itself.
