A system notification with a severity and a timestamp: "12 min ago" sits inside <time datetime>, so machines still read an exact date.

Technical notes
The component is self-contained: one file, no dependencies, its own palette in local variables --vibeui-card-020-*. Server-side: no hooks. The severity arrives in the data-severity attribute and, through a single variable, colours the rail on ::before, the icon circle and the action link; the icon shape is picked by the same severity from a map of SVG paths. The severity word is duplicated in visually hidden text before the heading — a coloured rail is not read aloud. The time is output with a <time> tag carrying a machine-readable datetime.
