Technical notes

The component is self-contained: one file, zero dependencies, palette in the local --vibeui-date-008-* variables. Client component: the time is in state, and the buttons and the snapping change it. The time is converted into minutes past midnight — that turns shifting and snapping to the grid into ordinary arithmetic, without parsing strings at every step. Snapping to the nearest quarter happens on blur rather than on every keystroke, otherwise the field starts jumping while you type. The opening bounds are set through min and max and are respected both by the buttons and by the keyboard.
